この天気予報で登山の方がいらっしゃる可能性は低いと思っていました。前から、友達と登山計画を今日（2013年6月19日）で考えいる場合は別の話です。
午後3時から天気予報は雨。今夜も雨。明日も雨の予報です。

今日の登山はリスクが高いです。

「体温が奪われる」
「普段通りの運動能力が発揮できない」
「山の中で一晩過ごすのは厄介だ」

上記の事などが考えられると思います。
よって、本日の登山は中止、としていただくのが事故や危険の回避につながると思います。

追記、午前9時。4名の男性が登山するかどうか、協議をした結果、本日は中止。賢明な判断と思います。
